The International Council on Monuments and Sites (ICOMOS) was established in 1965 during its founding congress in Warsaw. Its creation was decided a year earlier, in 1964, at the Second International Congress of Architects and Technicians of Historic Monuments in Venice. During this congress, the Venice Charter was also developed, and the decision to establish ICOMOS was recorded in Document No. 2 of the congress resolution. The organization operates internationally and is affiliated with UNESCO.

The main objectives of ICOMOS include promoting methods for the protection of cultural heritage and the conservation of monuments, as well as supporting research into theories and technologies aimed at preserving historic heritage. This encompasses buildings and architectural complexes, urban layouts, historic towns, palace-garden and residential complexes, archaeological sites, and cultural landscapes. An important aspect of ICOMOS’s activities is evaluating sites proposed for inclusion on the World Heritage List and monitoring Polish cities, sites, and monuments already inscribed.
